The headline contract: ConocoPhillips and Novaterra, 16 June 2026

On 16 June 2026 the Syrian Petroleum Company (SPC) signed a gas-development contract in Damascus with the US companies ConocoPhillips and Novaterra Energy. It followed months of technical, legal and commercial talks that built on a November 2025 memorandum of understanding. SPC's director-general, Youssef Qablawi, called it the biggest contract since the new authorities took power.

Scope.

Development of several gas fields and higher output from existing fields, including rehabilitation of operational infrastructure and phased production increases, with later phases on further development and exploration subject to approvals. The stated aim is to strengthen gas supply for the electricity sector.

What is still unclear

Field names, contract values, volumes and timelines for most agreements have not been published, and several figures differ between sources. Memoranda of understanding are not binding contracts. Anything we cannot source is left out of this page.

What this means for safety, security and communications

More drilling, field rehabilitation, gas processing and eventually offshore work means more remote, high-consequence sites that need dependable communications and safety systems, and new or rehabilitated facilities that need to be built and kept safe. Public mobile coverage is uneven in many of these areas, so site networks and emergency communications cannot rely on it. These are the areas we are developing, as proposed offerings:
