About 3S Ventures: Rebuilding Syria
3S Ventures is a private venture company and operating group established in the post-liberation phase of Syria with a clear mandate: to actively participate in rebuilding the nation by creating, operating, and scaling critical infrastructure and technology companies to international standards.
About 3S Ventures and rebuilding Syria
3S Ventures was established with a clear mandate: to take an active part in rebuilding Syria by creating, operating and scaling critical infrastructure and technology companies to international standards. Rebuilding Syria needs delivery capacity, governance and long-term operators, and that is the gap we focus on.

Rebuilding Syria Through Venture Creation and Operational Excellence
We were founded to address foundational gaps across Syria’s economic, industrial, and digital ecosystems — not through passive investment, but through hands-on venture creation, disciplined execution, and long-term operational management.
Partner Capital & Governance
Our model combines governance and execution under one institutional operating framework, with capital brought in through strategic partners.
Resilient Operations
We build companies from the ground up to deliver sustainable national value and long-term impact.
Operational Leadership
Syria’s recovery requires operational leadership, institutional standards, and scalable execution—3S Ventures delivers exactly that.

What is 3S Ventures?
3S Ventures is a private venture company and operating group established in Syria with a clear mandate: to take an active part in rebuilding Syria by creating, operating and scaling critical infrastructure and technology companies to international standards. We operate companies directly rather than only investing in them, and the team is based in Damascus.
Why does rebuilding Syria need a venture builder?
Rebuilding Syria requires delivery capacity at scale, not only capital. The World Bank estimated in October 2025 that reconstruction would cost about US$216 billion. A venture builder creates and runs operating companies with governance and execution built in, which helps turn funding and plans into working infrastructure.
Which areas does 3S Ventures focus on today?
Our current focus is three areas: telecommunications, through independent public safety broadband networks; oil and gas, through safety and security systems; and construction, through delivery ventures and site safety systems. These are proposed offerings, developed with partners and subject to licensing and approvals.
Does 3S Ventures claim completed projects?
No. We describe our capabilities as proposed strategic offerings and we do not claim completed deployments, partnerships or certifications that are not documented. Where we cite facts about rebuilding Syria, we link to dated third-party sources.
How can I contact 3S Ventures?
Use the Contact page to send a project summary, or use the inquiry forms on our telecommunications, oil and gas and construction pages. The team is based in Damascus, Syria.
