Independent Public Safety Communications Infrastructure

Dedicated, secure public safety LTE/5G networks for mission-critical communications and emergency communications, offered to government as a service.

Our telecommunications focus

3S Ventures' telecommunications work is deliberately narrow: dedicated public safety LTE and 5G networks for mission-critical communications and emergency communications in Syria, serving police, fire and rescue, emergency medical services, civil defense and other authorized response agencies. This is an emergency communication system and critical communications infrastructure, not a consumer service. We do not offer consumer mobile or internet services. This is a proposed offering, developed with the relevant authorities and subject to licensing, regulatory approval and technical validation.

Three scales of deployment

A public safety network would be built in stages. Each scale below is a deployment approach for planning and discussion. No deployment has been completed.

Pilot network

  • Controlled deployment area
  • Initial dedicated LTE/5G infrastructure
  • Coverage and interoperability validation
  • Operational feasibility assessment

Regional public safety network

  • Expansion across multiple service areas
  • Additional radio sites and resilient backhaul
  • Emergency dispatch integration
  • Regional network management

National public safety network

  • Phased nationwide coverage development
  • Secure and resilient network architecture
  • Centralized operations and governance
  • Long-term service continuity and maintenance

See the packages on the Public Safety page and the planning assumptions in the implementation guide.

From feasibility to operations

  1. Assess

Requirements, spectrum, sites and the regulatory path.

  2. Pilot

A small, measured network that proves coverage, priority and operations.

  3. Deploy

Gated expansion in waves, with funding and approvals confirmed at each gate.

  4. Operate

Round-the-clock operations, security and support under a service agreement.
